The handicraft industry in Jammu & Kashmir occupies an important place in its economy and also makes significant contribution to its domestic and foreign exchange earnings. The state enjoys a prominent position on the world map of exports with regards to handicrafts. However, over the past few years, machine made and fake goods developed in other states of country and in china are being sold in the name Kashmir handicrafts. Such practices are taking strong roots and are detrimental to the future of the craft sector of Jammu & Kashmir, which presently enjoys an international reputation for its exclusivity, elegance and traditional splendor. Facts and figures indicate that Kashmir handicrafts face intense competition from machine made look-alikes and imitations that flood the domestic and international markets. 

To discourage such practices, Craft development Institute has been instrumental in registering six regional crafts namely Pashmina, sozani, Kani, Khatambandh, Papermachie and Walnut wood carving under Geograhical Indication (GI). Further, to enforce implementation of GI, the institute established Pashmina Testing and Quality Certification Centre (PTQCC) to certify and label genuine handmade Pashmina. The said centre has been established with a grant-in-aid of Rs 444.42 lacs provided under the ASIDE Scheme, Ministry of Commerce, Govt. of India.

Further, to derive economic benefit from GI registration, each genuine handmade craft is fixed with a unique label, which certifies the genuineness and authenticity of the handicraft product. In the first instance, the certification and labeling of Kashmir Pashmina products is being carried out at PTQCC. The institute intends to start labeling and certification of other GI registered crafts within few months.

The textile-based goods form an important part of the state handicrafts exports. Before the establishment of the Pashmina Testing and Quality Certification Centre, there existed no credible source of a testing facility related to Pashmina and other fibers within the state of Jammu and Kashmir. In fact for all the testing related work, the textile-based industry has to send samples outside the state for analysis and testing purposes. The Pashmina Testing and Certification Centre besides catering to the testing and Certification of Kashmir Pashmina also provides testing related facilities to other Textile and related goods.

The Testing and labeling activities being carried out at the centre has shown an increase in growth during the subsequent years. The Centre with its existing capacity can carry out labeling of around 200 products per month. However, presently only around 100 products are received per month, which adheres to the benchmarks set for Kashmir Pashmina GI labels.
